You may receive free heating aids from the VA if you have a service- connected disability rating for hearing loss or tinnitus. You may also be eligible for hearing aids if you are drawing compensation from the VA for any disability, although a co-payment may apply. The state also has a grant program that can help low-income veterans pay for hearing aids, although this program is not administered by the VA. How can I quafify for eyeglasses from the VA? The criteria for eyeglasses are similar to hearing aids, except service con- nection for an optical condition may be required. How can I qualify for medication from the VA? You must be enrolled in the VA Health Care System to qualify for med- ications. Co-payments may apply for non-service connected care. Treat- ment for service connected conditions is free in VA facilities. My neighbor gets his medications from the VA, and I know he has more money than I do, yet I've been told that I don't qualify because of my income and assets. Why is that? There are several criteria that may be used to establish health care eli- gibility. You may be exempt from means testing if you are a combat zone veteran of the current conflicts; are a Vietnam veteran; were awarded a Purple Heart Medal; or are receiving VA disability compensation. Also, veterans who enrolled prior to 2003 did not require means testing. Do not count yourself out ofVA Healthcare eligibility; let the US Department of Veterans Affairs determine if you are eligible. Where can I get an ID card to prove that I am a Veteran? There are several different options to obtain a veteran ID card. The first is if you are a military retiree you are eligible for military retiree ID card that you can use to access military installations to use the PX/BX and com- missary. If you are not a retiree and not actively serving you can obtain a VA Healthcare ID card that can be issued to you upon enrollment in VA Healthcare. This card cannot be used to enter military installations but can be used as proof of service for the purposes of obtaining discounts from local businesses. Lastly the state of North Dakota can issue a "V" indicator on your North Dakota driver's license that can be used to iden- tify you as a veteran You have to obtain a signature from a Veteran Serv- ice Officer who can verify your service on a SFN 59980 that you will take with you to the Driver's license office, Where do I go to get more information or apply for benefits? My hus- band was a long-time smoker, but quit many years ago, so I'm won- dering if he shouM be checked out. Concerned Spouse Dear Concerned, According to recent recom- mendations from the U.S. Pre- ventive Services Task Force - an independent panel of medical ex- perts that advises the govemment on health policies - if your hus- band is between the ages of 55 and 80, is a current smoker or quit within the last 15 years, and has a smoking history of at least 30 pack-years, he's at high risk for lung cancer and should talk to his doctor about getting screened. Pack years are determined by multiplying the number of packs he smoked daily by the number of years he smoked. You'll also be happy to know that lung cancer screenings - which are recommended annual- ly to those at risk- will be covered by all private health insurance plans starting in 2015, and Medicare is expected to begin coverage this February or March. The Medicare screening, howev- er, will only cover high-risk ben- eficiaries through age 74. Lung cancer kills around 160,000 Americans each year making it the most deadly of all possible cancers. In fact, more peo- ple die of lung cancer than of colon, breast and prostate cancers combined. Lung cancer also occurs pre- dominantly in older adults. About two out of every three people di- agnosed with lung cancer are 65 or older, and the risk of lung cancer peaks at age 71. Lung Cancer Screening The goal of annual screenings is to detect cancer early before symptoms appear, so it can be cured.
