John LeClerc finished the 100 meter dash in 11.8 in the Grafton Invite on Saturday, finishing first in the third flight. It was the first com- petitive running for John since finishing second in the 110 hurdles at the State Track Meet in Bismarck last year. John since had broken his leg during the football season and again dur- ing the hockey season. John surprised himself and his coaches with his 11.8. John and coaches thought a time in the 13's would be realistic. John now has one shot at qualifying for state in the hurdles, this Saturday in the Region Meet in Grafton. J O O O O Public Notices li, ADVF_,RTISEMENT FOR BIDS The City of Park River, North Dakota, will receive sealed bids prior to 2:00 PM, CDT, June 5, 2012, at the City Auditor's Office; 5t4 Briggs Ave S., Park River, ND, at which time and place all bids will be publicly opened by City Auditor for tabulation and will be presented on June t 1,2012 to the Park. River City Council for their determination. Bids are for East Feeder Conversion. The project includes providing labor and equipment to install Owner-furnished overhead and uddergfound electrical distribution system material within the City of Park River, North Dakota. The major functions to be pe'f0rmed under this contract are as follows: , ,I.. Replacing 4 kV protective equipment with 12 kV protective equipment (arrestors, cutouts and insulators) on energized lines. 2 . Replacing 4 kV overhead transformers with 12 kV transformers on energized lines. 3. Installing step-up transformer with risers. 4. Boring 1,100 feet for underground conductor. 5. Installation of a junction cabinet and pad-mounted transformers. 6. Providing labor and equipment to assist the City with the voltage conversion The Plans and Specifications, together with all necessary forms and documents for Bidders, may be obtained from the Engineer, KBM, Inc,, 405 Bruce Ave., Suite 200, Grand Forks, North Dakota 58201, (701)772-7156, ext. 248, .upon payment of Twenty Five Dollars ($25.00), not refundable, for each copy. The Plans and Specifications may be examined at the offices of the Owner or Engineer. No bid will be considered unless sealed, fled with the City Auditor and accompanied bya bid bond payable to the Owner in an amount equal to five percent (5%) of the maximum base bid price. The successful bidder shall be required to furnish performance and payment bonds, each in triplicate, equal to 100 percent of the contract amount. The successful bidder shall also be required to furnish a certificate of insurance, in triplicate, indicating the coverage specified in the Contract Documents. A Bid shall be 'submitted no later than the date and time prescribed and at the place indicated in the Advertisement for Bid and shall be enclosed in an opaque sealed envelope plainly marked with the Prolecttitle, the name and address of Bidder, and shall be accompanied by the contractor's license and bid security. Proposals shall be filled in with ink or typewritten. No alterations or interlineations will be permitted, unless made before submission, and initialed and dated. If a Bid is sent by mail or other delivery system, the sealed envelopes containing the Bid and the contractor's license and bid security shall be enclosed in a separate envelope plainly marked on the outside with the notation "SEALED BID ENCLOSED." A mailed Bid shall be addressed to the Park River Municipal Utilities. As per the ND Century Code 48-01.2- 05 #4, "That each bid must be accompanied by a separate envelope containing the contractor's license and bid security. The bid security must be in a sum equal to five percent of the full amount of the bid and must be in the form of a bidder's bond. A bidder's bond must be executed by the bidder as principal and by a surety, conditioned that if the principal's bid is accepted and the contract awarded to the principal, the principal, within ten days after notice of the award, shall execute a contract in accordance with the terms of the bid and the bid bond and any condition of the governing body. A countersignature of a bid bond is not required under this section, tf a successful bidder does not execute a contract within the ten days allowed, the bidder's bond must be forfei{'ed i0 thego,,/(rning 15odyand  project awarded to the next lowest responsible bidder." No bids will be read or considered which do not fully comply with the North Dakota bond and license requirements. In compliance with Section 43-07-12 of the North Dakota Century Code, each contractor submitting a bid must have a copy of his North Dakota contractor's license, issued by the Secretary of State enclosed in the bid bond envelope; must be licensed for the highest amount of the bid; and such license must have been in effect at least 10 days prior to the bid opening. A bid submitted without this information properly enclosed in the bid bond envelope may not be read nor considered and must be returned to the bidder. The Owner reserves the right to hold all bids for a period of forty-five (45) days after the day fixed for the opening thereof, and to reject any or all bids and waive minor irregularities or minor errors in any Proposal, if it appears to the Owner that such irregularities or errors were made through inadvertence. Any such irregularities or errors so waived must be corrected on the proposal in which they occur prior to the execution of any Contract that may be awarded thereon. In estimating the least cost to the Owner as one of the factors in deciding the award of the Contract, the Owner will consider, in addition to the bid prices, the experience and responsibility of the Bidder.
